CEQA does not apply to general plan extensions, certain housing financing actions, and homelessness services contracts.

  • General plan extensions. Extensions of time under Government Code § 65361 for preparing general plan elements are exempt. (a)
  • Housing financial assistance. Actions by HCD, CalHFA, or a non-lead local agency to provide financial assistance or insurance for low- or moderate-income housing are exempt if another agency reviews the project under CEQA. (b)
  • Homelessness services contracts. Local agency approval of contracts for services for people experiencing homelessness is exempt. (c)(1)
  • Types of services. Covered services may include case management, resource navigation, security, residential services, and counseling. (c)(2)
