Key provisions · Claude summary, not statute text

Allows cities and counties to form a subregion that allocates its share of regional housing need among its members.

  • Forming a subregion. At least 28 months before the update, two or more cities and a county or counties may form a subregional entity of contiguous jurisdictions, approved by resolution of each member and the council of governments, with decisions by agreed rules or county and majority-of-cities vote. (a)
  • Notice and agreement. The subregion must notify the council of governments; absent timely notice, the council implements §§ 65584 and 65584.04. The parties enter a delegation agreement setting process, timing, and terms. (b)
  • Subregional share. At least 25 months before revision, the council assigns each subregion a share proportional to its share in the current plan, after at least one public hearing, with a written explanation for rejected revision requests. (c)
  • Full allocation. Each subregion must fully allocate its share; if it fails to do so consistently with the article and agreement, the council of governments makes the allocations. (d)
