Key provisions · Claude summary, not statute text

Requires cities and counties with websites to offer an online tool estimating fees and exactions for proposed housing development projects.

  • Fee estimate tool. A city or county with a website must make available a fee estimate tool the public can use to estimate fees and exactions for a proposed housing development project, in a format the city or county chooses. (a)
  • Fees covered. The estimate includes Mitigation Fee Act fees (except § 66013), in-lieu fees for affordability requirements, construction excise taxes, in-lieu fees for public art, in-lieu fees for parkland dedication under § 66477, and Mello-Roos special taxes on new housing units. (a)(1)
  • Accuracy. The city or county is not responsible for the accuracy of the estimate and may include a disclaimer on its website. (a)(2)
  • Deadlines. A city or county with a population over 500,000 must comply by July 1, 2031; one with 500,000 or fewer by July 1, 2032. (b)
  • Definitions. An “affordability requirement” requires a percentage of units affordable to moderate-income, lower, very low, or extremely low income households; a “housing development project” is residential only, mixed use with at least two-thirds residential square footage, or transitional or supportive housing. (c)
