Key provisions · Claude summary, not statute text

Streamlines CEQA review for residential and mixed-use residential projects consistent with an accepted sustainable communities strategy or alternative planning strategy.

  • Eligibility. Applies to a residential or mixed-use residential project consistent with the use designation, density, building intensity, and policies of an SCS or APS that the State Air Resources Board accepted as achieving greenhouse gas targets, if the project incorporates mitigation required by an applicable prior environmental document. (a)
  • Impacts not required. CEQA documents for the project need not reference, describe, or discuss growth inducing impacts, or project-specific or cumulative impacts of car and light-duty truck trips on global warming or the “regional transportation network.” (a)
  • No reduced density alternative. An EIR need not discuss a reduced residential density alternative to address car and light-duty truck trip effects. (b)
  • Definitions. Defines “regional transportation network” as transportation improvements in the MPO's final RTP conformity modeling, excluding local streets and roads (projects still must meet related conditions, exactions, or fees), and a residential or mixed-use residential project as at least 75 percent residential building square footage or a transit priority project under § 21155. (c), (d)
