Key provisions · Claude summary, not statute text

Every general plan must include eight elements, several of which are tied to the housing element update cycle.

  • Land use and density. The land use element designates land for housing and other uses and must state population density and building intensity standards for the areas the plan covers. (a)
  • Annual flood area review. The land use element must identify and annually review areas subject to flooding shown on FEMA or Department of Water Resources flood plain mapping. (a)
  • Housing element. The housing element is a mandatory element whose content is governed by Article 10.6, beginning at § 65580. (c)
  • Multimodal circulation. Substantive circulation element revisions must plan a balanced multimodal network and, from 2025, add Safe System Approach policies and bicycle, pedestrian, and traffic calming plans. (b)(2)
  • Wildlife connectivity from 2028. Upon adoption or revision of any element on or after January 1, 2028, the conservation element must analyze wildlife connectivity and avoid, minimize, or mitigate barriers to wildlife movement. (d)(4)
  • Safety updates with housing. Safety element flood, fire, and evacuation route updates are triggered by housing element revisions, and the element must be reviewed with each housing element or hazard mitigation plan revision and at least every eight years. (g)(2)-(6)
  • Evacuation route gaps. The safety element must identify residential developments in hazard areas that lack at least two emergency evacuation routes. (g)(5)
  • Climate adaptation. The safety element must include a climate change vulnerability assessment, adaptation goals and policies, and feasible implementation measures. (g)(4)
  • Environmental justice. Jurisdictions with disadvantaged communities must adopt environmental justice policies, including policies promoting safe and sanitary homes, upon revising two or more elements concurrently on or after January 1, 2018. (h)
