Key provisions · Claude summary of the digest, not bill text

Required cities and counties to meaningfully involve disadvantaged communities in preparing, adopting and carrying out the environmental justice element, and set a June 30, 2031 outer deadline for adopting or reviewing it; takes effect January 1, 2027.

  • Meaningful involvement. Added § 65302(h)(2): a city or county must involve disadvantaged communities in developing, adopting and implementing the environmental justice element (or the related goals, policies and objectives in other elements), using methods suited to local conditions.
  • Workshops and outreach. Outreach must include at least two public workshops, held at accessible times and places with in-person and online options, plus at least two other methods such as working with community organizations, an advisory committee, surveys or interviews.
  • Notice and website. At least two notice methods are required, and the city or county must keep a website with drafts, the adopted element and workshop information translated into the three most commonly spoken languages in disadvantaged communities.
  • Draft review periods. The initial draft must be released at least 90 days before adoption with at least 45 days for comment, and a revised draft at least 15 days before adoption; a summary of public input goes to the legislative body and into the element.
  • New deadline. The element must be adopted or reviewed by the earlier of the next concurrent revision of two or more elements on or after January 1, 2018, or June 30, 2031; jurisdictions that substantially complied by January 1, 2027 are exempt from the 2031 review, and the involvement rules apply to elements adopted after June 30, 2027.
  • No reimbursement. Declared that no state reimbursement is required because local agencies can levy fees for the program.
