Key provisions · Claude summary of the digest, not bill text

Added acutely low and extremely low income households throughout housing element and RHNA requirements for the 7th cycle onward, and added historic preservation and coastal zone requirements to the housing element.

  • Income definitions. Defined all income levels, including acutely low, extremely low, very low, lower, low, moderate, and above moderate income, for housing element purposes.
  • Special housing needs. For the 7th and subsequent revisions, specified acutely and extremely low income households as a special housing need and required the program to assist housing for acutely low income households.
  • RHNA allocations. For the 7th cycle onward, included acutely low and extremely low income in regional determinations and allocations, roughly proportional to very low income need, and in proportional county share reductions; required COGs to provide data on homelessness housing needs.
  • HCD guidance. Required HCD to publish advisory guidance by December 31, 2026, on special housing needs and programs for acutely and extremely low income households, and guidance for COG allocation methodologies.
  • Historic preservation analysis. Required the housing element to analyze historical preservation practices and policies and assess how existing and proposed historic designations affect the ability to meet housing need.
  • Rezoning and coastal zone. Required rezoning to accommodate 100% of lower income need, and required coastal zone jurisdictions lacking adequate sites to complete necessary local coastal program amendments.
  • Annual report. Required the annual report to include progress in meeting RHNA for the 6th and previous housing element revisions.
