Key provisions · Claude summary of the digest, not bill text

Housing omnibus bill that removed expired authorities, expanded HAA filing triggers and at-risk housing notice requirements, and updated state low-income housing tax credit provisions.

  • Expired authorities. Repealed Napa County's expired RHNA lower income credit authority and the City of San Jose's expired Housing Crisis Act zoning swap authority.
  • HAA filing deadline. Added expiration of specified State Housing Law time periods to the events that start the 90-day period for filing an HAA enforcement petition.
  • At-risk housing notices. Required owners of assisted housing developments to provide termination or expiration notices to affected public entities, prescribed service on the city or county, local public housing authority, and HCD, and trimmed HCD's related report.
  • Farmworker definition. Revised the tax credit definition of "agricultural worker" or "farmworker" to an individual who derives, or derived before retirement or disability, a substantial portion of income as an agricultural employee.
  • Federal tax credit conformity. Conformed state law to federal One Big Beautiful Bill Act changes for credits on buildings financed by volume-capped tax-exempt bonds, and specified annual credit amounts.
  • Accessibility reporting. Required CTCAC reporting, for projects allocated credits on or after January 1, 2026, of units accessible to people with mobility, vision, or hearing disabilities, among other conditions.
  • HCD reporting and cleanup. Removed the federal Housing Trust Fund program evaluation from HCD's annual report, updated committee names, and made technical CDBG changes.
  • Bill coordination. Incorporated changes proposed by AB 1621 and AB 2270, each operative only if enacted and this bill was enacted last.
