Key provisions · Claude summary of the digest, not bill text

Expanded the historic-resource exclusions from the SB 79 transit-oriented housing standards; takes effect January 1, 2027.

  • Historic exclusions. Rewrote § 65912.161(b)(1)(F) to exclude, when designated before January 1, 2025, sites with a historic resource on a local register, contributing sites in a historic district on the State Historic Resources Inventory, and parcels individually listed on the Inventory.
  • Applies by ordinance. As before, the exclusions apply until one year after adoption of the seventh housing element revision and only where the local government adopts an ordinance under § 65912.160 indicating the site's exclusion.
  • AB 2415 double-jointing. Section 1.5 merges these changes with AB 2415's amendments to § 65912.161 and operates instead of Section 1 only if both bills are enacted by January 1, 2027 and this bill is enacted last.
