AB 1086

Housing: regional housing needs.Ch. 206, Stats. 2017 · chaptered 2017-09-01 · Later amended

Key provisions · Claude summary of the digest, not bill text

Revised the regional housing needs process by tightening the population forecast threshold, adding overcrowding data, and tying revision requests to sustainable communities strategies.

  • Population forecast. Required the council of governments' population forecast to be the basis for HCD's regional housing need determination only if within 1.5% (rather than 3%) of the Department of Finance forecast.
  • Overcrowding data. Required councils of governments to include data on the percentage of renter households that are overcrowded.
  • Revision requests. Required local requests to revise their RHNA share to be consistent with, and not to the detriment of, the development pattern in the applicable sustainable communities strategy.
  • Findings. Added legislative findings on the relationship between the housing shortage and the state's environmental policies.
