This 2017 state government budget trailer bill extended suburban density and Sonoma-Marin Area Rail Transit (SMART) station density provisions for certain Bay Area jurisdictions to December 31, 2028, overhauled the State Community Development Block Grant Program, and expanded the state earned income credit. It took effect immediately as a bill providing for appropriations related to the Budget Bill.

  • Suburban density extension. Extended to December 31, 2028, provisions treating certain counties under 400,000 population in the San Francisco-Oakland-Fremont MSA, and cities under 100,000 within them, as suburban for lower income housing density purposes. Required a 3rd report from these jurisdictions by December 31, 2027.
  • SMART station densities. Extended to December 31, 2028, the requirement that housing density requirements in place on June 30, 2014, apply within ½ mile of a Sonoma-Marin Area Rail Transit station.
  • CDBG set-asides. Required 30% of the annual State CDBG allocation (less administrative funds) to be set aside for economic development and at least 51% of Small Cities CDBG funds (less administrative funds) for low or moderate income housing, with unused funds made available to other qualifying projects.
  • CDBG administration. Deleted first-in, first-served evaluation, multiyear proposals, and the 2-grants-per-year limit; allowed HCD to adopt program guidelines exempt from the Administrative Procedure Act; and required HCD to update its Grant Management Manual by June 30, 2018, and improve staff training and NOFA scheduling by January 1, 2018.
  • Workforce training grants. Expanded the Supervised Population Workforce Training Grant Program to include parolees and persons under CDCR jurisdiction and revised application, partnership, and reporting requirements.
  • Earned income credit. For taxable years beginning on or after January 1, 2017, expanded the state earned income credit to include net earnings from self-employment and revised calculation factors to increase the credit amount.
