Key provisions · Claude summary of the digest, not bill text

Redefined "manufactured home" in Health and Safety Code § 18007 by reference to federal law, covering homes built on or after June 15, 1976, with or without a foundation system and no longer requiring a permanent chassis, and directed HCD to adopt parity regulations for chassis-free homes; takes effect January 1, 2027.

  • New definition. § 18007 now defines a manufactured home as a structure built on or after June 15, 1976, with or without a foundation system, with the meaning given in 42 U.S.C. § 5402, replacing the size and permanent chassis criteria.
  • Exclusions. The term still excludes commercial modulars, factory-built housing, mobilehomes, multifamily manufactured homes, and recreational vehicles, and context-based rules for applying it to mobilehomes remain.
  • Chassis-free parity. By July 1, 2027, HCD must adopt regulations allowing manufactured homes built without a permanent chassis to be constructed, installed, sold, and occupied on the same terms as chassis-built homes, and report to the Legislature on their status.
  • Ownership study. By July 1, 2029, HCD must report on changes needed to regulate, finance, title, tax, and protect homeowners in divided-tenure and leasehold arrangements, consulting with county assessors and recorders.
