Recast the sustainable communities strategy process in § 65080 on an eight-year cycle and tied several state transportation funding programs to strategies accepted by the State Air Resources Board; takes effect January 1, 2027.

  • Eight-year strategies. Requires each metropolitan planning organization to prepare an eight-year sustainable communities strategy beginning with its first or second regional transportation plan adopted on or after January 1, 2028, with notice to the state board by July 1, 2027.
  • New targets. Requires the state board to provide 2035 and 2045 greenhouse gas targets by December 31, 2028, after technical workshops, and to weigh housing, fair housing, affordability, and other factors in setting them.
  • Housing capacity. Keeps the requirement that a strategy identify areas sufficient to house the region's population and its eight-year regional housing need under § 65584.
  • State board review. Sets 60-day review periods with written deficiency findings, deems a strategy approved if the board does not act in time, and requires new state board guidelines.
  • Progress reports. Requires a four-year implementation progress report and a greenhouse gas analysis at each four-year plan update, and repeals the separate San Diego and Sacramento reports.
  • Funding programs. Ties Caltrans planning funds, SB 1 local planning grants, the Trade Corridor Enhancement Program, and the Solutions for Congested Corridors Program to accepted strategies or alternative planning strategies.
