Planning and zoning: logistics use developments: truck routes.Ch. 316, Stats. 2025 · chaptered 2025-10-03 · Current law

Key provisions · Claude summary of the digest, not bill text

Revised the logistics use development (warehouse) statutes and rewrote the circulation element truck route requirements in § 65302.02 for cities and counties in a warehouse concentration region, adding Attorney General enforcement with civil penalties; took effect January 1, 2026.

  • Circulation element update. Cities and counties in a warehouse concentration region must update the circulation element to establish truck routes that avoid residential areas and sensitive receptors and maximize use of interstate and state divided highways, then arterials and roads serving mainly commercial, agricultural, or industrial uses; the section text sets a January 1, 2026, deadline.
  • Warehouse access. On and after January 1, 2028, proposed logistics use developments must be accessible via arterial roads, major thoroughfares, or local roads where more than half of the fronting properties within 1,000 feet of truck entrances are zoned commercial, agricultural, or industrial.
  • Signage, GIS, and outreach. Jurisdictions must post truck route, truck parking, and idling signage, publish truck routes in GIS format for operators and drivers, and involve tribes, community groups, and all economic segments of the community.
  • Enforcement. The Attorney General may sue a noncompliant jurisdiction for civil penalties of up to $50,000 every six months until cured, plus costs and injunctive relief, with penalties returned to the local air district.
  • Housing replacement. Outside the covered section, the bill clarifies that the logistics use housing replacement and tenant payment conditions do not displace the Housing Crisis Act protected-unit replacement rules in § 66300.6.
