General plans: Local Electrification Planning Act.Ch. 356, Stats. 2025 · chaptered 2025-10-06 · Current law

Key provisions · Claude summary of the digest, not bill text

Added § 65302.13, the Local Electrification Planning Act, requiring cities and counties over 75,000 residents to adopt an electrification or similar plan, or integrate one into the general plan, between January 1, 2027, and January 1, 2030; took effect January 1, 2026.

  • Required plan content. The plan must include goals, policies, and feasible implementation measures on EV charging and zero-emission fueling, building electrification and decarbonization, distributed energy resources such as rooftop and community solar, medium- and heavy-duty zero-emission fleets, and grid upgrades identified with utilities.
  • Equity focus. It must include policies or measures addressing the needs of disadvantaged communities, low-income households, and small businesses for prioritized zero-emission investments, including EV charging in residential parking and incentives for low-income households.
  • Use of existing plans. A jurisdiction may designate an existing similar plan, or rely on existing general plan element provisions, that meets the requirements.
  • Building code limits. The plan need not include building code requirements prohibited by state or federal law, and "decarbonization" excludes building material requirements.
  • Regional plan status. An adopted or designated plan is deemed a regional plan under CEQA Guidelines § 15125, and the act applies to charter cities.
