Narrowed the historic-resource exclusions for SB 9-style ministerial duplex and urban lot split approvals, and allowed objective standards to protect historic districts.

  • Housing development eligibility. Required ministerial consideration of a development unless it is a contributing structure within a historic district on the State Historical Resources Inventory or a local historic district, or on a parcel individually listed on the Inventory or individually designated as a local landmark.
  • Historic district standards. Authorized a local agency to adopt objective standards to maintain the historical value of a historic district listed in the California Register of Historical Resources, as specified.
  • Urban lot split eligibility. Required ministerial approval of an urban lot split unless the parcel is within a historic landmark property on the State Historical Resources Inventory or a site designated or listed as a city or county landmark.
  • Demolition limit. Additionally required that a proposed urban lot split not require demolition or alteration of specified structures.
