Key provisions · Claude summary of the digest, not bill text

Made extremely affordable adaptive reuse projects an allowable use on qualifying infill sites and required local affordable housing funding sources to accept adaptive reuse projects.

  • Allowable use. Made an extremely affordable adaptive reuse project on an infill parcel an allowable use if the site is not on or adjoined to a site where more than 1/3 of the square footage is dedicated to industrial use, among other requirements.
  • Definition. Defined an "extremely affordable adaptive reuse project" as a multifamily project retrofitting and repurposing a residential or commercial building that currently allows temporary dwelling or occupancy, with 100% of units for lower income households, 50% of which are for very low income households, as specified.
  • Local controls. Authorized objective design review standards, except as specified, and allowed denial of projects on or adjoined to sites with any industrial use if the agency finds an adverse effect on public health and safety.
  • HAA consistency. Deemed qualifying projects consistent with applicable plans and standards for Housing Accountability Act purposes and required local determinations within specified timeframes.
  • Local funding. Required local affordable housing funding sources to include adaptive reuse as an eligible project and prohibited excluding a proposal solely because it uses an adaptive reuse model.
  • Charter cities. Declared the changes a matter of statewide concern applying to all cities, including charter cities.
