Key provisions · Claude summary of the digest, not bill text

Local Government Omnibus Act of 2022, making housing lot-size and Housing Crisis Act clarifications alongside changes to map storage, ordinance readings, investments, reporting, and Williamson Act solar easements.

  • Minimum lot size. Prohibited a local agency from denying a housing project on an existing legal parcel solely because the existing parcel's lot area does not meet minimum lot size requirements.
  • Housing Crisis Act. Restated that the Housing Crisis Act of 2019 applies to housing projects that submit a preliminary application before January 1, 2030.
  • Map storage. Authorized alternative methods to identify, preserve, and reproduce maps and generally eliminated the requirement that they be fastened and stored in books.
  • Ordinance readings. Eliminated the required reading of a city ordinance or its title if the title is on the published agenda and the full ordinance is available online and in print at the meeting.
  • Williamson Act solar. Allowed parties to rescind a Williamson Act contract to enter a solar-use easement, subject to a rescission fee based on fair market value transmitted to the Controller.
  • Finance and reporting. Revised local investment maturity rules (45-day forward settlement limit), extended treasurer quarterly reports to 45 days, moved the IBank report deadline to January 1, and changed aircraft assessment statement timing.
  • Other changes. Applied public administrator appointment provisions to Mono County and defined "contractor" for retention substitution provisions to include public works contractors.

Preamble

SECTION 1. (a) This act shall be known, and may be cited, as the Local Government Omnibus Act of 2022.

(b) The Legislature finds and declares that Californians want their governments to be run efficiently and economically and that public officials should avoid waste and duplication whenever possible. The Legislature further finds and declares that it desires to control its own costs by reducing the number of separate bills. Therefore, it is the intent of the Legislature, in enacting this act, to combine several minor, noncontroversial statutory changes relating to the common theme, purpose, and subject of local government into a single measure.
