Permit Streamlining Act: housing development projects: centralized application portal.Ch. 501, Stats. 2025 · chaptered 2025-10-10 · Current law

Key provisions · Claude summary of the digest, not bill text

Added Permit Streamlining Act § 65940.3, requiring cities and counties of 150,000 or more people to offer an online centralized application portal for housing development projects by January 1, 2028; took effect January 1, 2026.

  • Who must comply. Cities with 150,000 or more residents must comply; for counties, the threshold is measured by unincorporated-area population.
  • Extension to 2030. A jurisdiction may take until January 1, 2030, if its legislative body finds by January 1, 2028, that meeting the earlier date would require a substantial increase in permitting fees and also starts a procurement process by then.
  • Status tracking. The portal must let applicants track the status of an application, but the jurisdiction need not report on permits or inspections required by other local agencies, state agencies, or utilities.
  • Definitions. A centralized application portal is the website or software used to collect the information and materials needed to consider a housing development project, as defined in § 65905.5(b)(3); the act applies to charter cities.
