Key provisions · Claude summary of the digest, not bill text

Employment budget trailer bill that, among state personnel and payroll changes, required DIR registration for contractors on non-public-work portions of certain streamlined housing developments.

  • Housing contractor registration. Required all contractors and subcontractors on portions of streamlined housing developments (including projects on higher education or religious institution land) that are not a public work to register with the Department of Industrial Relations, as specified.
  • Uniform payroll cycle. Revised various state civil service provisions to accommodate a uniform payroll cycle that is not monthly, and required June 30 master payroll payments, beginning January 1, 2025, to be issue dated July 1.
  • DIR emergency hiring. Allowed the Department of Industrial Relations, until December 1, 2026, to make emergency appointments exceeding 60 working days, with reporting requirements; repealed January 1, 2027.
  • Union orientation access. Extended to June 30, 2027, exclusive representatives' right to hold in-person worksite meetings with new employees when no timely orientation is held.
  • CalPERS payment. Appropriated $337,000,000 from the General Fund to the Public Employees' Retirement Fund toward unfunded state pension liabilities, apportioned among specified member categories.
  • Other labor changes. Exempted DIR public works registration fee setting from the Administrative Procedure Act, changed the workers' compensation reconsideration deadline until July 1, 2026, and extended Community Economic Resilience Fund deadlines to 2028–2030.
  • Effective immediately. Took effect immediately as a bill providing for appropriations related to the Budget Bill.
